{"id":3096,"date":"2024-02-14T12:18:57","date_gmt":"2024-02-14T15:18:57","guid":{"rendered":"https:\/\/fundacionivy.org\/low-emission-sustainable-mobility-in-ciudad-de-la-costa\/"},"modified":"2025-08-18T14:36:41","modified_gmt":"2025-08-18T17:36:41","slug":"low-emission-sustainable-mobility-in-ciudad-de-la-costa","status":"publish","type":"post","link":"https:\/\/fundacionivy.org\/en\/low-emission-sustainable-mobility-in-ciudad-de-la-costa\/","title":{"rendered":"Low-emission sustainable mobility in Ciudad de la Costa"},"content":{"rendered":"\r\n<p>The Fundaci\u00f3n Canaria para la Modernizaci\u00f3n y Desarrollo Local (Fundaci\u00f3n Modelo) of the Canary Islands, Spain, in collaboration with the Asociaci\u00f3n Ivy (Asociaci\u00f3n para el Desarrollo y la Innovaci\u00f3n Sostenible) of Uruguay worked together to implement the project: <em>Bases for a low-emission sustainable mobility strategy in Ciudad de la Costa, Canelones<\/em>.<\/p>\r\n\r\n\r\n\r\n<p>The study was developed with the financial support of the Presidency of the Government of the Canary Islands, Vice-Ministry of External Action, within the framework of the call for grants for the year 2022 to finance international development cooperation projects carried out by Canary Islands cooperation agents.<\/p>\r\n\r\n\r\n\r\n<p>The Government of Canelones (Comuna Canaria) of the Oriental Republic of Uruguay participated as local counterpart.<\/p>\r\n\r\n\r\n\r\n<p>The final project report was presented to the Mayor of Canelones and his technical team on October 19, 2023.<\/p>\r\n\r\n\r\n\r\n<p>The objective of the study is to identify opportunities and propose lines of action to promote a sustainable urban mobility system for the municipality of Ciudad de la Costa de Canelones, which will contribute to consolidate an accessible, safe, equitable and healthy city.<\/p>\r\n\r\n\r\n\r\n<p>In its development, a methodological approach was adopted that combines two perspectives of analysis of the city: from the territorial system and from the mobility system. Based on this diagnostic analysis, lines of action were identified to promote the transition to sustainable urban mobility.<\/p>\r\n\r\n\r\n\r\n<div class=\"wp-block-image\">\r\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" class=\"wp-image-1145\" src=\"https:\/\/fundacionivy.org\/wp-content\/uploads\/2024\/02\/image.png\" alt=\"\" \/><\/figure>\r\n<\/div>\r\n\r\n\r\n\r\n<p>The <em>Costaplan<\/em>, developed between 2007 and 2010, is the land use planning instrument that defines the territorial model of Ciudad de la Costa. Its approval marked the beginning of a new territorial development policy aimed at urban consolidation supported by a major infrastructure project.<\/p>\r\n\r\n\r\n\r\n<p>More than a decade later, the city has sustained its growth rate and is projected to have the highest population growth in the metropolitan area. Physical and functional changes at the metropolitan scale, new road infrastructure, transformations in people&#8217;s mobility systems and patterns, and the emergence of new urban uses and centralities show trends that define opportunities and barriers to achieve a transition towards sustainable urban mobility.<\/p>\r\n\r\n\r\n\r\n<p>Based on the potentialities and limitations identified in the diagnosis, a strategy is proposed to favor MUS focused on gradually reorienting the preference of private vehicle use and its predominance in the modal distribution of trips in Ciudad de la Costa, through actions that are identified with better feasibility of implementation This strategy focuses on four aspects:<\/p>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\" type=\"1\">\r\n<li>Improve public transportation service.<\/li>\r\n<li>Re-qualify public space and improve infrastructure for safe active mobility.<\/li>\r\n<li>Strengthen a system of high quality urban centers, articulated with the public transportation system and infrastructure for active mobility.<\/li>\r\n<li>Promote intermodality by favoring the combined use of the individual vehicle with other modes of transport.<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<p>The strategy is developed through two approaches with a differentiated territorial focus: urban scale and local scale, complemented by a cross-cutting approach of an instrumental nature.<\/p>\r\n\r\n\r\n\r\n<p>The <strong>urban scale strategy<\/strong> seeks to strengthen public transportation and intermodality, in conjunction with improved traffic management. It is a strategy that recognizes the difficulty of substituting in the short term the preferences for private motor vehicle use, but seeks a gradual transition to MUS, improving urban and interurban public transport, as well as the physical and functional conditions to promote other modes of transport and the possibilities of intermodal use with the private vehicle.<\/p>\r\n\r\n\r\n\r\n<p>The <strong>local scale strategy<\/strong> recognizes the current potential of boosting the development of the city&#8217;s system of centralities to support the reduction of GHG emissions derived from urban activities. At this scale, changes in mobility will be through the requalification of public space and improvements in road infrastructure, to promote active mobility for short distances, combined with public transport for long, interurban trips.<\/p>\r\n\r\n\r\n\r\n<p>The <strong>instrumental strategy <\/strong>recognizes the importance of gradually improving the existing context conditions to progressively achieve the transition to sustainable, low-emission urban mobility.
