The Fundación Canaria para la Modernización y Desarrollo Local (Fundación Modelo) of the Canary Islands, Spain, in collaboration with the Asociación Ivy (Asociación para el Desarrollo y la Innovación Sostenible) of Uruguay, together with the municipal government of La Paloma (Rocha) developed a project to promote the transition to sustainable and climate-responsible development.

Colombia has made a political commitment to integrate renewable energies into its electricity matrix, aiming to reduce reliance on fossil fuels, particularly coal, for electricity generation. However, this transition presents both technical and economic challenges. In response, the Ministry of Mines and Energy (MME) sought reliable technical data to assess the national electricity system's capacity to incorporate renewable energies in a safe and reliable manner. The goal is to ensure a sector development model that supports high participation from intermittent renewable sources.
